ROOSEVELT appointed Hurley as US Minister to New Zealand in 1942 and also used him as a personal envoy to the battlefronts in the USSR and Middle East sending back reports on the situation. He was then sent as a troubleshooter to China in August 1943 to deal with the military and supply problems. He was soon appointed Ambassador as the situation in China became more difficult and General STILWELL was dismissed. Hurley tried to mediate between CHIANG Kai-shek and the Communists. He visited MAO Tsetung’s Headquarters and almost won his confidence but Chiang was unwilling to come to any agreements with the Communists and Hurley’s mission failed.
